Refunds when you withdraw or transfer: what schools must publish

Article 14 of the Measures for the Administration of Schools Recruiting and Educating International Students (Order No. 42) requires a school to publish its fee items, fee standards, and its refund rules for withdrawal and transfer. Fees and refunds are priced in RMB. Article 14 sets no refund percentage.

What Article 14 says

Article 14 has two paragraphs. The first says that fee items and fee standards for international students are carried out under national provisions. The second says that a school shall publish its fee items, its fee standards, and its refund rules for withdrawal and transfer. It also says that fees and refunds are priced in RMB.

What section 13.1 of the 2018 standards says

Section 13.1 of the Quality Standards for the Higher Education of International Students in China (Trial) carries the heading "Fund management and guarantee." It says a university shall provide sufficient funding for the teaching, management and services of international students. It says funds for international student education shall be included in the school's unified financial management and centralized accounting. It also says a university shall formulate its fee policy and specific management measures for international students under national provisions.

Section 13.1 sets no refund rule.
