Living off campus on the teachers scholarship: the accommodation allowance

A recipient of the International Chinese Language Teachers Scholarship may live off campus if the Host Institution approves an application to do so, according to item 2 of Appendix 1 of the 2025 Application Guidelines published by the Center for Language Education and Cooperation (CLEC). If the recipient lives off campus, item 2 gives an accommodation allowance of RMB 1000 per person per month for doctoral students and RMB 700 per person per month for other students. Article 24 of Order No. 42 of the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security separately says that international students who live outside school dormitories shall register with the public security department of their place of residence.

Off-campus living under the scholarship

Item 2 of Appendix 1 covers the accommodation fees. The Host Institutions use those fees to provide scholarship recipients with free on-campus accommodation, typically double rooms.

Scholarship recipients may live off campus upon application and approval from the Host Institutions. Item 2 names no deadline for the application or for the approval.

The accommodation allowance

Item 2 sets two amounts for recipients who live off campus:

Student group Amount stated in item 2
Doctoral students RMB 1000 per person per month
Other students RMB 700 per person per month, paid on a monthly/quarterly basis by the Host Institutions

The payment phrase in item 2 follows the figure for other students. Item 2 does not state a payment basis for doctoral students.

Item 3 of Appendix 1 covers a different payment, the living allowance, which the Host Institutions pay monthly. This page does not cover the amounts or conditions of the living allowance.

Registration when living outside the dormitory

Article 24 of Order No. 42 is written in Chinese. The English below is this site's translation of the Chinese text:

Higher education institutions shall provide international students with necessary living service facilities such as meals and accommodation, and shall establish and publish rules for the use of those facilities. International students who live outside school dormitories shall promptly go to the public security department of their place of residence to complete registration procedures.

Article 24 uses the term "international students". It does not use the term "scholarship recipients", and it names no fee for the registration.

The scholarship rules above apply only to the International Chinese Language Teachers Scholarship. They are not general admission rules for self-funded students.

The dates in the 2025 Application Guidelines belong to the 2025 cycle and have passed. Readers must read the guidelines for the current year.
