JW202 form download: why the form comes from the university

The Ministry of Education's reply of 15 February 2008 on forms JW201 and JW202 says that JW202 is used by self-funded international students, and that any institution enrolling international students may provide it. Each university handles the form for the students it has admitted. The reply treats both forms as important documents for study visa, entry, school registration and residence procedures. Who provides each form

The reply separates the two forms by the kind of student and by the body that handles them.

The reply also says that any institution that enrols international students may provide JW202.

Private universities

The reply says a private university may apply to its local provincial education administrative department. After that department agrees, the university may enrol foreign students. The reply adds that the university may also obtain JW202 forms as needed.

What Order No. 42 says about recruitment and admission

The Measures for the Administration of Schools Recruiting and Educating International Students (Order No. 42 of the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security) contain three articles that bear on who recruits and admits international students.

  • Article 7 says a university recruiting international students shall have the corresponding teaching conditions and training capacity, and shall recruit independently under relevant state rules.
  • Article 8 says a university recruiting international students shall file for the record according to the matters and procedures set by the education administrative department of the State Council.
  • Article 12 says a university shall check the admission qualifications and the financial guarantee proof of applicants, and shall examine or assess them. It says admission of international students is decided by the school, and a school shall not enrol applicants who do not meet the admission conditions.

These articles concern recruitment and admission. The reply concerns the form. Article 12 is the only one of the three that mentions admission decisions.
